By way of Notification dated August 31, 2023, the DoT has revised its instructions to UAS/ UL licensees for verification of customers before enrolling them as subscribers, SIM swap or replacement and other related matter. Through the Notification, the licensees have been instructed to discontinue issuing mobile connections under bulk category and, instead, issue ‘Business Connections’ as per the prescribed process to meet the requirements of various organisations. Further, in order to remove manual errors in filing Customer Application Forms (‘CAF’), the licensees have been instructed to auto-populate demographic details of customers by scanning QR code of Aadhaar through mAadhaar app/ application programming interface of Unique Identification Authority of India. Other instructions include allowing customers to use face authentication modality during Aadhaar based e-know-your-customer (‘KYC’) process, incorporating e-KYC or digital KYC processes for SIM swap/ replacement, capturing global positioning system coordinates before activation of SIM, non-allocation of disconnected/ deactivated cellular mobile connection till the expiry of 90 days and providing a copy of CAF in password protected mode to all subscribers. These instructions will come into effect from October 01, 2023, and is not applicable for 13-digit machine-to-machine SIMs.
