DoT Releases Instructions for Providing Telecom Services to Persons with Disabilities

In compliance with SC’s judgements in Pragya Prasun v. Union of India[1] and Amar Jain v. Union of India[2], the DoT on July 31, 2025, issued instructions (‘Accessibility Instructions’) to all telecom entities to ensure provisioning of accessible and inclusive telecom services for Persons with Disabilities (‘PwD’) by October 31, 2025. The Accessibility Instructions require telecom entities to: (i) offer PwD customers a voluntary choice among all existing KYC processes (e-KYC, Digital KYC, self-KYC, and paper-based KYC); (ii) establish grievance redressal mechanism to enable PwDs to report accessibility-related issues encountered during the KYC process or thereafter during the availability of telecom services; and (iii) submit an accessibility compliance report on the first day of January and first day of July every year through the SS Portal.
