The Telecom Regulatory Authority of India (‘TRAI’) has, by way of a Notification dated February 18, 2025, notified the Telecom Commercial Communications Customer Preference (Second Amendment) Regulations, 2025 (‘Amendment’) bringing about extensive changes to deal with evolving methods of misuse of telecom resource which includes revised definition of inferred consent and promotional and service messages and voices calls, directions to access providers for revamping customer complaint mechanisms against Unsolicited Commercial Communication (‘UCC’), imposition of stringent measures against senders of UCC and identification of UCC. The Amendment will be enforced in a phased manner, with the provisions coming into effect either within 30 or 60 days from February 18, 2025.
